No Alternative to Paying for Heating per Consumption

There is no alternative to paying for heat energy per consumption, significant investments and involvement of all stakeholders are needed for the realization of this project - it was concluded on the third day of the ENERGA 2019 conference in Sarajevo.

Presenting the study "Assessment of Potentials for the Application of High Efficiency Cogeneration, Heating and Cooling in B&H", the session organizer - Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH demonstrated the current state of the central heating / cooling systems in Bosnia and Herzegovina and the potential for their development.

Head of the Department for Technical Preparation and Development of JP Kakanj Senad Bajrić stressed that the age of district heating distribution network is a special problem because it generates significant losses of heat energy.

- In order for companies that deal with district heating to be competitive, significant funds must be invested in their modernization - said Bajric.

Executive Director for Technical Affairs and Marketing of JP Toplane Sarajevo Nenad Sormaz said that there are currently 15,000 apartments in Sarajevo currently capable of switching to individual consumption measurements, and facilities that use a two-tier system, such as the majority in the city, have cumulative benchmarks and users will pay for their consumption per area of the apartment.

Director of JP "Heating" Zenica Sead Kaknjo explained that due to the lack of legislation, consumers were enabled to unconditionally exclude from the district heating system, even though the energy unit is disturbed, and now in Zenica there are two thirds of consumers in relation to the projected network and financial losses They are great.

"It's easy to prove that consumers who have switched off from the district heating system still have heat inflows and over 50 percent in individual flats and do not pay anything, which means stealing from those who have and properly paid for heating," Kaknjo added.

He emphasized that the adoption of the Law on Heating in the FB&H would reverse the situation, and that without that law the mentioned area would be doomed to failure.

Vanja Ćurin from Toplana Livno underlined that we can not reach an adequate solution as long as the subsidies are non-selective and the policy determines the price of energy and until we make a payment for consumption.
